First of all because he kicked out Samus (who would win against him in real life) and second of all because the moogles look so cute Mega Man wouldn't even think about attacking one until the moogle attacks first with his magic. There is no specific Mog though, because in every FF game where there are Moogles, at least one is named Mog, just like with the Cids. So, I kinda made it a Moogle in general.
