In a recent interview with Develop-Online, S. Yoshida said that they made it so the development kit wouldn’t be too expensive. What he said is a real truth, because Vita’s dev kit costs only 3000 USD

I hope Sony makes sure that the games are actually worth buying and not terrible shovelware that was made only to get as much money as possible.

I would love to... however i know nothing about programming and game design. The closest skill i have to making a game would be some very basic knowledge of 3d modeling in blender.

Its not considering the 3DS dev kit is rumored to be about $4500. Nintendo appears to have a history for overcharging the developers for the dev kits.
$3000 is only "loads" when compared to development for the iOS which only cost $99 + the iTouch or iPhone.
